Subject: Communication sponsored by Mayor Mason to authorize and enter into an Agreement between the City of Racine and the Racine Wastewater Commission for the joint evaluation of alternatives, design, construction and operation of a Lift station, force main, and related infrastructure to serve the planned destination Hotel and Convention Center, redeveloped Festival Hall, and Lakeshore Towers along Lake Avenue in the City of Racine. The total cost of the engineering services shall be $165,000 to be paid for by the Racine Wastewater Utility and reimbursed by the City of Racine.
Recommendation of the Finance & Personnel Committee on 05-27-2020: To approve the request by Mayor Mason to authorize and enter into an Agreement between the City of Racine and the Racine Wastewater Commission for the joint design, construction and operation of a Lift station, force main, and related infrastructure to serve the planned destination Hotel and Convention Center, redeveloped Festival Hall, and Lakeshore Towers along Lake Avenue in the City of Racine. The total cost shall be $165,000 to be paid for by the Racine Wastewater Utility and reimbursed by the City of Racine.
Fiscal Note: Total cost to the project is expected to be $165,000; divided as: $30,000 for Study and evaluation; $70,000 for project engineering and design; $15,000 for Bidding the project; and, $50,000 for construction oversight and inspection. These figures include any expenses and necessary equipment. It is expected that $115,000 of this total will be expended in FY2020 and the remaining $50,000 in FY2021. Ultimately funding will come from the overall $21 Million adopted cost for the Convention center project, but prior to the actual bond issuance will be advanced from either T.I.D. #9 increment capture and share; or from Intergovernmental revenues; each of which source is providing portions of the debt service on the $21 Million Bond.
