Water & Wastewater Utilities Business Manager Hartzog, appeared before the

A motion was made by Alder Maack, seconded by Alder Horton, that this
communication be Recommended For Approval.
Subject: Communication sponsored by Alder Land, requesting approval
to enter into a 3-year contract, #2026384, with Passport Labs, Inc. to
move away from old coin meters and transition to a fully digital platform
for parking payments and enforcement.
Recommendation of the Finance and Personnel Committee on
07-13-2026: That the Mayor and City Clerk be authorized to execute and
sign contract #2026384, with Passport Labs, Inc. to implement and
maintain their system.
Recommendation of the Common Council on 07-21-2026: To refer
back to the Finance and Personnel Committee.
Recommendation of the Finance and Personnel Committee on
07-27-2026: That the Mayor and City Clerk be authorized to execute and
sign contract #2026384, with Passport Labs, Inc. to implement and
maintain their system.
Fiscal Note: This is a 3-year contract with a total cost of $24,255 for
implementation. This includes a one-time cost of $12,255 for hardware
and equipment, and $12,000 annually for system licensing. Funds are
available in MIS Account # 70113 - 57800 for FY 2026 and recurring
system licensing for subsequent years will be appropriated during the
annual budget process.
Commissioner Rooney, Deputy Police Chief Melby, Finance Director Fischer, Public
Input Speakers Brad Jaeck, and Oscar Salas, appeared before the committee to
speak on the item.
A motion was made by Alder Horton, seconded by Alder Maack, that this
communication be Recommended For Approval.
Closed Session
It is intended that the Finance and Personnel Committee will convene in closed
session pursuant to Wisconsin Statutes section 19.85(1)(b) and (c) to consider
performance evaluation data, dismissal, or discipline of a public employee over
whom the Finance and Personnel Committee has jurisdiction or exercises
responsibility and the taking of formal action on such matter. The public
employee has the right to demand that the evidentiary hearing or meeting be
held in open session.
