Approval of Minutes for the December 16, 2025 Meeting.  
A motion was made by Land, seconded by Pabon, to Approve the Minutes. The  
motion PASSED by the following vote:

It is intended that the Committee of the Whole will convene in closed session  
pursuant to Wisconsin Statutes section 19.85(1)(e), to address a matter that, for  
competitive or bargaining reasons, requires a closed session.  
A motion to enter into closed session was made by Esqueda , seconded by  
Land. The motion PASSED by the following vote:

from Keiser Golf Group and Leipold Johnson Golf Group regarding  
potential improvement and long term lease agreement with the City of  
Racine for Shoop Park.  
Recommendation from the Committee of the Whole on 3/10/26: To  
receive and file the communication and make public the presentation,  
video, and department notes.

A motion was made by Maack, seconded by Pabon, to Recieve and File this  
item, and make the presentation, video, and Reports available to the public.
