PRESENT:
Approval of Minutes for the May 11, 2026 Meeting
A motion was made by Nuechterlein, seconded by Palacios, to Approve the
Minutes.
New Business
Subject: Communication from Justin Lizama requesting an exemption
from the residency restriction that would allow him to reside at 1901
Carter Street, City of Racine. (Exemption Granted)
Justin Lizama was interviewed by the Board.
Paul Nuechterlein moved that the Sex Offender Residency Restriction Board
convene in closed session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes
to deliberate concerning the quasi-judicial hearing regarding the application of Justin
Lizama for an exemption to the residency restrictions that would allow him to reside
at 1901 Carter Street and that the Board will convene in open session to announce its
decision. Roll Call Vote: Hemmig Aye, Palacios Aye.
A motion was made by Palacios, seconded by Hemmig, that this file be
Granted.

from the residency restriction that would allow him to reside at 1327
Maple Street, Unit #1, City of Racine. (Exemption Granted)
Andres Garcia was interviewed by the Board.
Karri Hemmig moved that the Sex Offender Residency Restriction Board convene in
closed session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to
deliberate concerning the quasi-judicial hearing regarding the application of Andres
Garcia for an exemption to the residency restrictions that would allow him to reside at
1327 Maple Street, Unit #1 and that the Board will convene in open session to
announce its decision. Roll Call Vote: Palacios Aye, Nuechterlein Aye.
A motion was made by Hemmig, seconded by Palacios, that this file be Granted
