Subject: Review of 2025 Wastewater Utility Audit from Clifton Larson  
Allen, LLP

Shannon Small, CPA, of Clifton Larsen Allen, presented audit results for the year  
2025. It is the Auditor's unmodified (clean) opinion that the financial statements  
present fairly the financial position of the Utility in accordance with generally accepted  
accounting principles. No material weaknesses or significant deficiencies were noted.  
A motion was made by Harmon, seconded by Mason, that this file be  
Approved.  
Subject: Request by the Village of Mount Pleasant for a Sanitary Sewer  
Extension for Hoods Creek Addition 6  
Staff Recommendation: To Approve  
Fiscal Note: N/A  
The Utility Director presented the sewer extension request for Hood's Creek Addition  
#6, located within the Village of Mount Pleasant. The extension will serve 16 new single  
family lots in this proposed subdivision. Per Sewer Agreement Section 3.3a, the  
Commission is required to approve all SSR party sanitary sewer extensions, provided  
they meet the requirements detailed in the section. The extension entails  
approximately 1,302 L.F. of 8" diameter PVC sanitary sewer. The anticipated average  
daily flows are expected to be well within the allocated conveyance and treatment  
capabilities.  
A motion was made by Washburn, seconded by Bunkelman, that this file be  
Approved.  
Subject: Review of the Compliance Maintenance Annual Report  
(CMAR) for 2025, and Approval of the Corresponding Resolution  
Staff Recommendation: To Approve

The Wastewater Utility Superintendent, Mary-Frances Klimek, submitted for review the  
2025 Racine Wastewater Utility Compliance Maintenance Annual Report (CMAR), in  
which the Utility received a Grade "A" in all categories. The Wastewater Commission  
authorized a Resolution that the CMAR was reviewed and approved.  
A motion was made by Mason, seconded by Washburn, that this file be  
Approved.  
Resolved, that the Resolution No. 001 for the NR 208 - Compliance Maintenance  
Resolution 2025 CMAR Report; is approved.  
Subject: Communication from Utility Staff Regarding Air Pollution  
Control Permit Inspection  
Staff Recommendation: To Receive and File  
Fiscal Note: N/A  
Wastewater Plant Superintendent, Mary-Frances Klimek, was present to give an  
update on the inspection that took place recently on the Air Pollution Control Permit at  
the Plant, commenting on how it involves the DNR taking a look at what's being  
emitted into the air resulting from the processes and equipment that are run at the  
Treatment Plant.  
A motion was made by Mason, seconded by Harmon, that this file be Received  
and Filed.  
Subject: Bid Opening Results for Contract #2026-WW-SS-01, 2026  
Sanitary Sewer CCTV Project  
Staff Recommendation: To Approve  
Fiscal Note: Lowest responsive bid from National Power Rodding Corp.  
at $158,828.00, which will be taken from O&M Budget. $120,000  
Budgeted for 2026.  
The Utility Director submitted the bid results on Contract #2026-WW-SS-01, 2026  
Sanitary Sewer CCTV Project, in the amount of $158,828.00, and recommended  
approval to the lowest responsible bidder, that being National Power Rodding Corp.  
The Wastewater Utility Director is authorized and directed to execute the contract on  
behalf of the Wastewater Utility.  
A motion was made by Mason, seconded by Beyer, that this file be Approved.  
Subject: Consideration of Change Order #4 on Contract C-22  
Engine/Blower Project, August Winter & Sons (Contractor)  
Staff Recommendation: To Approve  
Fiscal Note: This is a zero-cost change order.  
The Utility Director presented the change order for Contract C-22, Engines & Blowers  
Project, which is a zero-cost change order for the purpose of allowing data collection to  
comply with the Focus on Energy grant. This change order would extend the contract  
until November 26, 2026.  
A motion was made by Mason, seconded by Beyer, that this file be Approved.  
Subject: Consideration of Change Order #4 on Contract B-22 UV  
Upgrade Project, Lee Mechanical (Contractor)  
Staff Recommendation: To Approve  
Fiscal Note: This is a zero-cost change order.  
The Utility Director presented the change order for Contract B-22, UV Upgrades, which  
is a zero-cost change order for the purpose of extending the time of contract due to  
training and documentation requirements. The final completion date would be extended  
until September 13, 2026.  
A motion was made by Harmon, seconded by Bunkelman, that this file be  
Approved.
