PRESENT:  
Approval of Minutes for June 15, 2026 Meeting  
A motion was made by Hemmig, seconded by Palacios, to Approve the  
Minutes.  
New Business  
Subject: Communication from Dakota Hensley requesting an exemption  
from the residency restriction that would allow him to reside at 1534 West  
Street, City of Racine.  
CLOSED SESSION  
A portion of this public hearing may convene into closed session pursuant  
to Wis. Stat. sec. 19.85(1)(f), to consider medical history of alcohol, drug,  
and sex offender treatment, juvenile conviction records, and other health  
information.  
CLOSED SESSION  
At the conclusion of the hearing, it is intended that the Board will convene  
in closed session pursuant to Section 19.85(1)(a) of the Wisconsin  
Statutes to deliberate concerning the quasi-judicial hearing regarding the  
application of Dakota Hensley for an exemption to the residency  
restrictions that would allow him to reside at 1534 West Street and that  
the Board will convene in open session to announce its decision.  
The Attorney's Office was notified the morning of the meeting that Mr. Hensley was in  
custody and would be unable to appear before the Board. It was requested that Mr.  
Hensley be added to the August 2006 meeting. The Board voted to Defer this item.  
A motion was made by Nuechterlein, seconded by Hemmig, that this file be  
Deferred.  
Subject: Communication from Noah Ciro Jaimes requesting an  
exemption from the residency restrictions that would allow him to reside  
at 1208 Highland Avenue, Lower, City of Racine. (Automatic approval)  
It was realized the day of the meeting that the address Mr. Jaimes was requesting to  
move to is an address that is approved and not required to appear before the Board.  
A motion was made by Hemmig, seconded by Palacios, that this file be  
Received and Filed.  
Subject: Communication from Caleb Bixler requesting an exemption  
from the residency restrictions that would allow him to reside at 1534  
West Street, City of Racine. (Exemption granted)  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Caleb Bixler for an  
exemption to the residency restrictions that would allow him to reside at 1534 West  
Street and that the Board will convene in open session to announce its decision. Roll  
Call Vote: Palacios Aye, Nuechterlein Aye.  
A motion was made by Nuechterlein, seconded by Hemmig, that this file be  
Granted.  
Subject: Communication from Michael Ayers requesting an exemption  
from the residency restrictions that would allow him to reside at 1534  
West Street, City of Racine. (Exemption granted)  
Nuechterlein moved that the Sex Offender Residency Restriction Board convene in  
closed session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Michael Ayers for an  
exemption to the residency restrictions that would allow him to reside at 1534 West  
Street and that the Board will convene in open session to announce its decision. Roll  
Call Vote: Palacios Aye, Hemmig Aye.  
A motion was made by Palacios, seconded by Hemmig, that this file be  
Granted.  
Subject: Communication from Christ Robinson requesting an exemption  
from the residency restriction that would allow him to reside at 1534 West  
Street, City of Racine. (Exemption granted)  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Christ Robinson for  
an exemption to the residency restrictions that would allow him to reside at 1534 West  
Street and that the Board will convene in open session to announce its decision. Roll  
Call Vote: Palacios Aye, Nuechterlein Aye.  
A motion was made by Hemmig, seconded by Palacios, that this file be  
Granted.
