PRESENT:  
Approval of Minutes for the April 27, 2026 Meeting  
A motion was made by Palacios, seconded by Hemmig, to Approve the  
Minutes.  
Subject: Communication from Terrelle Dwayne Oliver requesting an  
exemption from the residency restriction that would allow him to reside at  
1534 West Street, City of Racine. (Exemption Granted)  
Mr. Oliver was interviewed by the Board.  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Terrelle Dwayne  
Olivery for an exemption to the residency restrictions that would allow him to reside at  
1534 West Street and that the Board will convene in open session to announce its  
decision. Roll Call Vote: Nuechterlein Aye, Palacios Aye.  
A motion was made by Nuechterlein, seconded by Palacios that this  
Communication be Granted.  
Subject: Communication from Henry Wilson requesting an exemption  
from the residency restriction that would allow him to reside at 1534 West  
Street, City of Racine. (Denied for non appearance)  
Mr. Wilson was to appear virtually before the Board. The social worker at the facility he  
was at stated that he did not want to participate.  
A motion was made by Hemmig Seconded by Palacios that this  
Communication be Denied.  
Subject: Reconsideration of Item 0802-25 for the potential rescinding of  
the prior approval with conditions of the application of Richard Funk to  
reside at 1324 Maple Street, Unit 5, City of Racine and consideration for  
approval or denial of Richard Funk to continue to reside at 1324 Maple  
Street, Unit 5. (Exemption Granted)  
Mr. Funk was interviewed by the Board.  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Richard Funk for an  
exemption to the residency restrictions that would allow him to reside at 1324 Maple  
Street, Unit 5 and that the Board will convene in open session to announce its  
decision. Roll Call Vote: Nuechterlein Aye, Palacios Aye.  
A motion was made by Palacios, seconded by Hemmig that this  
Communication be Granted.  
Subject: Reconsideration of Item 0098-26 for the potential rescinding of  
the prior approval with conditions of the application of Joseph Verna to  
reside at 1824 Rapids Drive, City of Racine and consideration for  
approval or denial of Joseph Verna to continue to reside at 1824 Rapids  
Drive. (Exemption granted)  
Mr. Verna was interviewed by the Board.  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Joseph Verna for an  
exemption to the residency restrictions that would allow him to reside at 1824 Rapids  
Drive and that the Board will convene in open session to announce its decision. Roll  
Call Vote: Nuechterlain Aye, Palacios Aye.  
A motion was made by Nuechterlein seconded by Hemmig that this  
Communication be Granted.  
Subject: Communication from Jake R. Quinn, Sr. requesting an  
exemption from the residency restriction that would allow him to reside at  
2320 Virginia Street, City of Racine. (Exemption granted)  
Mr. Quinn was interviewed by the Board.  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Jake R. Quinn, Sr. for  
an exemption to the residency restrictions that would allow him to reside at 2320  
Virginia Street and that the Board will convene in open session to announce its  
decision. Roll Call Vote: Neuchterlein Aye, Palacios Aye.  
A motion was made by Hemmig, seconded by Palacios that this  
Communication be Granted.  
Subject: Communication from William Parr requesting an exemption  
from the residency restriction that would allow him to reside at 1901  
Carter Street, City of Racine. (Exemption granted)  
Mr. Parr was interviewed by the Board.  
Hemmig moved that the Sex Offender Residency Restriction Board convene in closed  
session pursuant to Section 19.85(1)(a) of the Wisconsin Statutes to deliberate  
concerning the quasi-judicial hearing regarding the application of Charles Young  
Cooper for an exemption to the residency restrictions that would allow him to reside at  
1932 Taylor Ave., Apt. 1 and that the Board will convene in open session to announce  
its decision. Roll Call Vote: Nuechterlein Aye, Palacios Aye.  
A motion was made by Nuechterlein, seconded by Palacios that this  
Communication be Granted.
