Call To Order  
The meeting was called to order at 3:00 p.m.  
Present: Sean Fox – Vice Chair, Jim Poplawski – Chair, Lynn Monroe and Dan Strommen  
Excused: John Bertermann and Alder – David Maack  
Staff Present: Deputy Jerome Hipper – Racine County Sheriff’s Dept., and Ara Molitor –  
Secretary.  
Staff Not Present: Matt Koepnick – Director Racine Parks & Rec., Ben Haas - County Parks  
Dept. and Jason Seyferth – Harbor Tenders  
Reoccurring and Guest Present: Kurt Wentorf, Charlie Manning, Mark Hansen and Paul  
Garcia.  
Approval of Minutes for the April 16, 2026 Meeting.  
Minutes of the April 16, 2026 were approved.  
Racine County Sheriff's Department Water Patrol Report:  
Deputy Jerome Hipper from the Sheriff’s Dept. stated that both boats are in the water.  
He also mentioned that they were working on repairing their pier in the small boat  
launch area.  
Parks, Recreation and Cultural Services Department Report:  
Matt Koepnick was not present for the meeting to give an update.  
Old Business:  
Winter damage to recreational docks.  
Jason Seyferth is working on repairing the piers which were reported to be almost  
completed. The main thing that has not been fixed is the metal transitional plate at  
the Pugh Recreational pier still needs to be repaired/replaced.  
Gating the 5th Street Small Craft Launch – lot: Parks Dept.  
No report – this was not in the 2026 CIP Budget for the City so there will be nothing  
completed this year.  
South Shore Repairs: Parks Dept.  
No report – this was not in the 2026 CIP Budget for the City so there will be nothing  
completed this year.  
Dredging and piling upstream of State Street Bridge.  
Ara Molitor is still looking into this- nothing to report at this time.  
State Street Bridge Repairs (Structural & Old Abutment).  
The design of the structural repairs is in the process, and construction will take place  
in 2027. It will include a partial river closure during the off season.  
The City is getting a proposal from their structural engineering firm to repair the old  
abutment along the west side of the State street bridge – Harbor Lite Yacht area. This  
will not be done in conjunction with the structural repairs.  
New Business:  
Two guests mention that the Harbour Tenders have not placed the River Markers and  
the moorings yet (Mark Hansen & Paul Garcia). Since the meeting, Jason Seyferth  
stated that he has gotten a new boat and is transferring equipment to that boat to get  
those assets in the water and located properly. He will also be diving to reinstate the  
missing mooring locations as best as possible. Some have been missing for years.
