Veronica Seymour, Housing Manager, presented an overview of the Draft 2026 Annual
Action Plan (AAP), which serves as the City of Racine’s annual funding plan for federal
HUD programs, including the Community Development Block Grant (CDBG), HOME
Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).
The presentation outlined how the 2026 AAP implements the goals and priorities
identified in the City’s 2025–2029 Consolidated Plan, including increasing access to
affordable housing, supporting housing stability, addressing homelessness, investing
in neighborhood revitalization, and providing public services for low- and
moderate-income residents.
Seymour reviewed the public participation process completed to date, including public
hearings, stakeholder consultations, and community outreach efforts. She also
summarized key community feedback received regarding housing affordability,
homelessness assistance, neighborhood conditions, and the need for continued
investment in public services and housing opportunities.
The presentation included an overview of anticipated 2026 HUD funding allocations,
including approximately $1.7 million in CDBG funds, $433,741.39 in HOME funds, and
$153,237 in ESG funds. Seymour discussed proposed funding priorities and
anticipated outcomes for housing activities, homeless assistance, public services,
public facilities, and neighborhood improvement activities, including targeted
investments within low- and moderate-income census tracts, the Lincoln-King NRSA,
and designated Clean Sweep target areas.
Seymour concluded the presentation by reviewing the public comment process and
timeline. The public comment period for the Draft 2026 AAP remains open through
June 3, 2026, and all comments received will be considered prior to final submission
to HUD.

Alder Land asked about the availability of CDBG repair loans. Mayor Mason responded
that there are eligibility requirements and stated that the constituent should contact his
office to be routed to the appropriate staff member.

A motion was made by Alder Harmon, seconded by Alder Land, to recommend
that the Common Council accept the FY 2026 HUD Entitlement allocations for
the Community Development Block Grant (CDBG), HOME Investment
Partnerships (HOME), and Emergency Solutions Grant (ESG) programs; approve
and adopt the FY 2026 Annual Action Plan; and authorize the City Development
Department to submit the Plan to the U.S. Department of Housing and Urban
Development (HUD). The motion PASSED by a voice vote.
