Call To Order  
Approval of Minutes for the June 8th, 2026 Meeting.  
Subject: Communication sponsored by Alder Land, on behalf of the  
Chief of Police, requesting approval to enter into a 3-year contract,  
#2026384, with Passport Labs, Inc. to move away from old coin meters  
and transition to a fully digital platform for parking payments and  
enforcement.  
Staff Recommendation: That the Mayor and City Clerk be authorized  
to execute and sign contract #2026384, with Passport Labs, Inc. to  
implement and maintain their system.  
Fiscal Note: This is a 3-year contract with a total cost of $24,255 for  
implementation. This includes a one-time cost of $12,255 for hardware  
and equipment, and $12,000 annually for system licensing. Funds are  
available in MIS Account # 70113 - 57800 for FY 2026 and recurring  
system licensing for subsequent years will be appropriated during the  
annual budget process.

Approve and Refer to the Finance and Personnel Committee.  
Staff Recommendation: To Approve.  
Fiscal Note: Additional Grant Award of $178,571 (with original  
$150,000, associated to Item 0060-26), total awarded amount is  
$328,571.
