PRESENT:
Approval of Minutes for the June 8th, 2026 Meeting.
A motion was made by Alder Maack, seconded by Alder Horton, to Approve the
Minutes. The motion PASSED by the following vote:

AYES:
Subject: Communication sponsored by Alder Land, on behalf of the
Chief of Police, requesting approval to enter into a 3-year contract,
#2026384, with Passport Labs, Inc. to move away from old coin meters
and transition to a fully digital platform for parking payments and
enforcement.
Recommendation of the Finance and Personnel Committee on
07-13-2026: That the Mayor and City Clerk be authorized to execute and
sign contract #2026384, with Passport Labs, Inc. to implement and
maintain their system.
Fiscal Note: This is a 3-year contract with a total cost of $24,255 for
implementation. This includes a one-time cost of $12,255 for hardware
and equipment, and $12,000 annually for system licensing. Funds are
available in MIS Account # 70113 - 57800 for FY 2026 and recurring
system licensing for subsequent years will be appropriated during the
annual budget process.
Deputy Police Chief Melby, Mayor Mason, City Attorney Letteney, Finance Director
Fischer, MIS Manager Dudzik, and Public Input Speaker Alyssa Poniatowski,
appeared before the committee to speak on the item.
A motion was made by Alder Maack, seconded by Alder Horton, that this
communication be Recommended For Approval.
