Call To Order  
Vice Chair Alder Horton called the meeting to order at 5:32 p.m.  
Alder Land attended the meeting virtually.

EXCUSED:  
Approval of Minutes for the January 9, 2026 Meeting.  
A motion was made by Alder Maack, seconded by Tussler, to approve the  
January 9, 2026 meeting minutes. The motion PASSED by a voice vote.  
Subject: Communication sponsored by Mayor Mason requesting an  
allocation of $400,000 of CDBG Small Business funds to support the  
Racine County Economic Development Corporation (RCEDC)  
Downtown Business Attraction forgivable loan.  
Recommendation of the CDBG Advisory Board on 03-16-26: To  
approve the allocation of $400,000 in CDBG Small Business funds for  
RCEDC Downtown Business Attraction forgivable loan.  
Fiscal Note: There are sufficient funds available within the CDBG  
Available Loan Fund (ALF) Small Business account to support this  
allocation.  
Attachments:  
A motion was made by Tussler, seconded by Reeves, to recommend approval  
of the allocation of up to $400,000 in CDBG Small Business funds for RCEDC  
Downtown Business Attraction forgivable loans. The motion PASSED by a  
voice vote.  
Subject: Communication sponsored by Mayor Mason regarding the FY  
2025 Consolidated Annual Performance and Evaluation Report  
(CAPER).  
Staff Recommendation: Staff recommend that the CDBG Advisory Board  
receive and file the FY 2025 CAPER. No further action is required.  
Fiscal Note: There is no budgetary impact associated with this  
communication.

A motion was made by Alder Maack, seconded by DeMark, to receive and file  
the FY 2025 CAPER. The motion PASSED by a voice vote.  
It is intended that the Community Development Block Grant Advisory Board will meet in closed  
session pursuant to Wisconsin Statutes Sec. 19.85 (1)(f), regarding consideration of financial  
or personal histories of specific persons, which, if discussed in public, would be likely to have a  
substantial adverse effect upon the reputation of any person referred to in such histories or  
data.  
A motion was made byAlder Maack, seconded by DeMark, to convene into  
closed session. The motion PASSED by the following Roll Call vote:  
AYES - Mason, Maack, Weidner, Horton, Land, Reeves, Tussler, Weiss, and  
DeMark  
CLOSED SESSION  
Discussion of Item #'s 0187-26 and 0188-26.  
The Community Development Block Grant Advisory Board will return to open session  
and may take action on items discussed in closed session.  
A motion was made by Alder Maack, seconded by Tussler, to convene into  
open session. The motion PASSED by the following Roll Call vote:  
AYES - Mason, Maack, Weidner, Horton, Land, Reeves, Tussler, Weiss, and  
DeMark  
OPEN SESSION  
Subject: Communication sponsored by Mayor Mason to issue a revised  
Community Development Block Grant (CDBG) home repair loan change  
order to the homeowners of 1733 Erie St.  
Staff Recommendation: That the CDBG Advisory Board approves the  
revised funding request for a CDBG Home Repair Loan and Forgivable  
Loan for the homeowner of 1733 Erie St.  
Fiscal Note: There are sufficient funds available in CDBG  
HOMEOWNER FIXED INTEREST HOUSING LOAN PROGRAM,  
ACCOUNT #81520404 for this project. Loan payments are paid back  
into the fund and are considered program income.  
Attachments:  
A motion was made by Alder Maack, seconded by Alder Horton, to approve the  
revised funding request for a CDBG Home Repair Loan and Forgivable Loan  
for the homeowner of 1733 Erie St. The motion PASSED by a voice vote.  
Subject: Communication sponsored by Mayor Mason, to issue a  
Community Development Block Grant (CDBG) home repair loan to the  
owner of 716 Belmont Ave.  
Staff Recommendation: That the CDBG Advisory Board approves the  
CDBG Home Repair Loan request for the owner of 716 Belmont Ave.  
Fiscal Note: There are sufficient funds available in the CDBG  
Homeowner Fixed Interest Loan Account to support this request. Loan  
repayments are returned to the program as income and are used to  
support future eligible housing projects.  
Attachments:  
A motion was made by Alder Weidner, seconded by Tussler, to approve the  
CDBG Home Repair Loan request for the owner of 716 Belmont Ave. The  
motion PASSED by a voice vote.

There being no further business, Chair Mayor Mason adjourned the meeting at 6:34  
p.m.
