Title: 1906 St. Patrick Street Resolved, that the request by G&S Trucking Service, Inc. to operate a truck detailing and trailer repair service at 1906 St. Patrick street is approved, subject to the following conditions: a. That the plans submitted to the Plan Commission on May 29, 2013, are approved subject to the conditions contained herein. b. Resolved, that the request by G&S Trucking Service, Inc. to operate a truck detailing and trailer repair service at 1906 St. Patrick street is approved,  subject to the following conditions:
 
a.  That the plans submitted to the Plan Commission on May 29, 2013, are approved subject to the conditions contained herein.
b.  That all applicable building and occupancy permits be obtained from the Building Inspection Department.
c.  That all codes and ordinances be complied with and required permits acquired.
d.  That the hours of operation shall be from 7:00 a.m. - 5:00 p.m. Monday through Saturday, and shall be closed on Sundays.
e.  That all work on semi trucks or trailers shall take place inside the building.
f.  That semi truck and trailer access to the building shall be via the ingress/egress easement off Northwestern Avenue.  No truck/trailer vehicle traffic shall be allowed to enter or leave the site via St. Patrick Street.
g.  That vehicles accessing the site shall operate within the approved ingress-egress easement, and may not trespass onto any other properties while maneuvering to, from, or within the site.
h.  That no part of this site shall be used as a storage area for any vehicle not being serviced, or for personal or recreational vehicles, boats, construction equipment, or similar items.  There shall be no vehicle or truck rental operations from this location.
i.  That no storage or sale of any personal or recreational vehicles,  with expired license plates or in need of repair,  shall take place at this site. Sale or long term storage of semi trucks or trailers is also prohibited.
j.  That a painting booth is not permitted at this location.
k.  That no outside storage of trash or work materials be permitted.
l.  That a landscape plan shall be submitted for review and approval to the Department of City Development prior to issuance of an occupancy permit.
m.  That a parking plan shall be submitted and approved by the Department of City Development showing paved, striped parking for employees, parking areas for semi trucks and trailers awaiting service, and semi trucks and trailers which have been serviced and are awaiting delivery,  prior to issuance of an occupancy permit.
n.  That the parking areas shall be striped and wheel stops added where required prior to issuance of an occupancy permit.
o.  That signage is not approved with this plan.  All signage requests are subject to review and approval by the Department of City Development prior to installation.
p.  That this conditional use approval is contingent upon the approval of the rezoning application changing the zone from O-1 Office Institutional to I-1 General Industrial.  Should the rezoning be denied, this conditional use shall be null and void.
q.  That if prior to the issuance of an occupancy permit the site improvements required and described herein are not completed, a financial surety shall be provided to the City in an amount equal in value to the required improvements, subject to the following terms:
  1.  Financial surety documents shall be submitted for the review and approval of the Director of City Development, shall be issued in the City's favor, shall be in effect for one year from the date of issuance, shall be extended beyond the expiration date if deemed necessary by the City of Racine, and shall require that the issuer give a 90 day notice to the Department of City Development prior to the expiration of said financial surety.
  2.  The City is authorized by the Conditional Use permit to enter the site, implement the plan(s) and draw on the financial security for the cost of implementation of work if required improvements are not completed by the time of the issuance of an occupancy permit, or by an earlier date as may be required herein. Any costs  incurred in excess of the value of the financial security shall be paid by the applicant or owner or shall be imposed as a special charge against the real property in accordance with applicable statute.
   3.  By operating under this Conditional Use, the applicant and owner give permission to the City to enter upon the property for the purposes described herein.
r.  That no minor changes be made from the conditions of this permit without the approval of the Plan Commission, and no major changes be made from the conditions of this permit without the approval of the Common Council.
s.  That this permit is subject to Plan Commission review for compliance with the listed conditions.
