Title
Charter School at 3502 Douglas Avenue
Resolved, that the request by Ciji Pittman, representing Educational Enterprises, Inc., for location of a K-8 charter school at 3502 Douglas Avenue is approved, subject to the following conditions:
a. That the plans submitted to the Plan Commission on January 14, 2015, dated December 30, 2014, be approved subject to the conditions contained herein.
b. That all applicable building and occupancy permits be obtained from the Building Inspection Department.
c. That all codes and ordinances be complied with and required permits acquired.
d. That approval of this conditional use shall be contingent upon adoption of ZOrd. 006-14, an amendment to the Comprehensive Plan for the City of Racine: 2035; and adoption of ZOrd. 005-14, a rezoning of property at 3502 Douglas Avenue.
e. That all revised plans and signage proposals are subject to review and recommendations of the Douglas Avenue Corridor District and BID review.
f. That the general hours of operation shall be Monday through Friday, 7:00 a.m. - 7:00 p.m., with occasional hours until 9:30 p.m. for special events Monday through Saturdays.
g. That the Plan Commission shall allow an exception to allow parking stalls at a depth of 18', versus the code requirement of 19'. Handicapped spaces and access aisles shall meet all Building Code and ADA requirements.
h. That wheel stops shall be installed along all periphery parking stalls prior to issuance of an occupancy certificate.
i. That the parking lot area shall be re-surfaced prior to striping.
j. That no external loud speakers shall be permitted.
k. That the proposed curb cut along Douglas Avenue shall receive approval by City Engineering prior to installation.
l. That signage is not approved with this plan. Review and approval shall be obtained from Department of City Development Staff prior to issuance of any sign permits.
m. That the dock area is to be removed and remodeled as identified in the aforementioned plan submittal.
n. That the fencing along the north property line shall be of wood or composite material, and shall be approved by the Department of City Development prior to issuance of a building permit.
o. That plans for the proposed gymnasium addition shall be submitted and subject to review and approval for location, materials, and all other applicable development standards by the Department of City Development prior to issuance of a building permit.
p. That a revised elevation drawing for the east entryway be provided, with the elimination of the metal paneling within 8-feet of building grade. Said revised elevation drawing shall be reviewed and approved by the Department of City Development prior to issuance of a building permit.
q. That detailed cut-sheets for the proposed wall and parking lot lighting be provided for review and approval by the Department of City Development prior to issuance of building or electrical permits. All lighting shall be shielded downward with full cut-off fixtures.
r. That a plan reflecting the location of the dumpster prior to construction of Phase II, if it is to change from what is being shown on the site plan, be submitted to the Department of City Development for review and approval prior to issuance of a building permit.
s. That written documentation be provided to the Department of City Development indicating proposed traffic flow for busses entering/exiting the site off of Douglas Avenue. One access point shall be designated as the ingress, and the other as the egress. Signage indicating "Bus Entrance" and "Bus Exit" shall be provided on the site.
t. That a site circulation plan be submitted for review and approval to the Department of City Development.
u. That approval is subject to all technical inconsistencies being satisfactorily rectified, including the cellular tower access and utility easement; the bus stop location and easement; re-location of WE Energies transmission pole (if required). Recorded documentation of all easements, as existing or if amended, and a revised site plan showing said easements and their purpose shall be provided the Department of City Development for review with building permit applications.
v. That if, prior to the issuance of an Occupancy Permit, required site improvements have not been completed, a financial surety shall be provided to the City. The surety shall be in a format as approved by the City Attorney's office, and subject to all stipulations as identified for financial sureties in the City of Racine. The dollar amount shall be determined at the time of application based upon estimates for work yet to be completed, and shall be valid for no less than one (1) year from the date of issuance.
w. That the applicant shall meet with the traffic engineer to discuss parking for school use and special events. Busses hall not be parked or stored on Douglas Avenue and no student drop off or pickup shall take place on Douglas Avenue.
x. That no minor changes be made from the conditions of this permit without the approval of the Plan Commission, and no major changes be made from the conditions of this approval without the approval of the Common Council.
y. That this permit is subject to Plan Commission review for compliance with the listed conditions.
