Title

Subject: Direct Referral.  Appeal of a decision of the Access Corridor Development Review Committee relating to a proposed sign package for USA Payday Loans at 3326 Washington Avenue.

 

Recommendation: That the Appeal of  a decision of the Access Corridor Development Review Committee relating to a proposed sign package for USA Payday Loans at 3326 Washington Avenue be denied, and the file be referred back to Access Corridor Development Review Committee.

 

Fiscal Note: N/A

 

3-2-06 Access Corridor

 

Recommendation:  That the site and building plans submitted be approved, subject to the following conditions:

 

a.  That the plans presented to the Access Corridor Development Review Committee on March 2, 2006 be approved, subject to the following conditions.

 

b.  That a final landscape plan be submitted for the review and approval by the Director of City Development illustrating, at minimum, curbing and decorative fencing along Blaine Avenue and a five foot landscape strip along Washington Avenue.  If an occupancy permit is requested prior to the installation of the landscaping, then a letter of credit shall be submit equal in value to the cost of the landscaping, and released upon the landscaping installation.

 

c.  That designs and elevation drawings for the dumpster area be submitted for the review and approval of the Director of City Development.

 

d.  That details on exterior light fixture styles, heights, and colors be submitted to the Director of City Development for review and approval.

 

e.  That this approval is subject to review by the Access Corridor Development Review Committee review for compliance with the listed conditions.

 

f.  That parking areas be repaired and striped.

 

g.  That roof-top mechanicals be screened from view.

 

Further to deny the signage proposal presented to the Committee, but based on the design guidelines for the West Racine area, provide direction as follows:

 

a.  The provision of wall mounted box signage is not permissible.

 

b.  Wall signage consisting of raised lettering illuminated by goose neck fixtures, or individual back lighted lettering, is acceptable.

 

c.  Due to site constraints created by the building setback, a one-sided monument side located on the east side of the property, directly adjacent to the neighboring building, is acceptable.

 

d.  The provision of a pole sign is not permissible.

 

e.  Appropriate window signage may be considered.

 

04-26-06  - Access Corridor

 

Recommendation:   That the sign plans submitted by Bob Hacker for USA Payday Loans at 3326 Washington Avenue be approved, subject to the following conditions:

 

a.  That the plans presented to the Access Corridor Development Review Committee on April 26, 2006 be approved subject to the following conditions.

 

b.  That all window signage only be turned on between th ehours of 8:00 a.m. and 9:00 p.m.

 

c.  That the Access Corridor Development Review Committee supports the request for pole signs as presented on April 26, 2006, in consideration of site conctraints unique to theproperty.

 

d.  That this approval is subject to review by the Access Corridor Development Review Committee for compliance with thelisted conditions.

 

e.  That all other decisions by the Committee relating to this property be complied with unless modified herein.
