Recommendation of the Public Works and Services Committee on 8-13-13: That the Real Racine be granted permission to close city right-of-way, as listed below, for "The Biggest Loser Run/Walk" on Sunday, September 22, 2013, from 7:30 a.m. to 1:00 p.m., in accordance with their request.
Lake Avenue from 4th Street to 5th Street;
4th Street from Lake Avenue to Festival Park;
Christopher Columbus Causeway (County) down and back to Lake Michigan Pathway (City) to Main Street;
Main Street from Gaslight Drive to Dodge Street;
Dodge Street from Main Street to Michigan Boulevard;
Michigan Boulevard from Dodge Street to Reichert Court (right lane);
Reichert Court from Michigan Boulevard to Lake Michigan Pathway; (right lane);
Lake Michigan Pathway from Michigan Boulevard (S) to Michigan Boulevard (N);
Michigan Boulevard from Augusta Street to Lombard Avenue (right lane);
Lombard Avenue from Michigan Boulevard to Main Street (right lane);
Main Street from Lombard Avenue to Goold Street (left lane);
Goold Street from Main Street to Michigan Boulevard (left lane);
Michigan Boulevard from Goold Street to Hoffert Drive (left lane);
Hoffert Drive (City park) from Michigan Boulevard to Barker Street;
Barker Street from Hoffert Drive to Main Street;
Main Street from Barker Street to 2nd Street (right lane);

Main Street from 16th Street south to dead end then turn around;
Main Street from 16th Street to 12th Street (right lane);
12th Street from Main Street to Lake Avenue (right lane);
Lake Avenue from 12th Street to 11th Street;
11th Street from Lake Avenue to Lake Michigan Pathway (right lane);
Lake Michigan Pathway from 11th Street to 4th Street;
4th Street from pathway to Lake Avenue.
Further recommend that permission be granted with the following stipulations:
A. A hold harmless agreement be executed and a $75.00 processing fee paid.
B. A liability insurance certificate be filed prior to this event.
C. Any overtime costs incurred by any City department be charged to the sponsor.
D. The sponsor shall notify all abutting property owners seventy-two (72) hours in advance of this event.
E. The sponsor shall pay a $1,050.00 special event fee.
F. Sponsor shall be responsible for submitting a Temporary Traffic Control Plan to the Engineering Department for approval; and providing and removing all temporary traffic control devices and detour signs.
G. Sponsor shall provide a detour plan for the closure of all State Connecting Highways, arterial and collector streets to the City Engineer for approval.
Further recommends that the Commissioner of Public Works, City Engineer and Chief of Police provide limited assistance, in the interest of public safety, to implement this event.
Further recommends that this item be referred to the Board of Parks, Recreation and Cultural Services.
FISCAL NOTE: There will be nominal costs to various City departments, on a regular shift basis, to assist in implementing this event.
