ORDINANCE NO. 24-05
To amend Secs. 2-251, 2-437(a), create Sec. 2-402 (e), create Sec. 2-454, and amend Secs. 2-482, 2-531(c) and 114-739(b) of the Municipal Code of the City of Racine, Wisconsin relating to Administration

Body
To amend Secs. 2-251, 2-437(a), create Sec. 2-402 (e), create Sec. 2-454, and amend Secs. 2-482, 2-531(c) and 114-739(b) of the Municipal Code of the City of Racine, Wisconsin relating to Administration - Administrative managers, residency requirement, duties.
The Common Council of the City of Racine do hereby ordain as follows:
Part 1:
Sec. 2-251 of the Municipal Code of the City of Racine is hereby amended by changing the second sentence to read: “Membership of the plan commission shall include the mayor and an alderperson.”
Part 2:
Sec. 2-437(a) of the Municipal Code of the City of Racine is hereby amended by deleting the phrase “city clerk,” and “director of emergency services and records,”.
Part 3:
Sec. 2-402(e) of the Municipal Code of the City of Racine is hereby created to read as follows:
(e) “Supervision of Emergency services and records. The chief of police shall have general supervision over the director of emergency services and records and be responsible for the efficiency of the emergency services and records operations.”
Part 4:
Sec. 2-454 of the Municipal Code of the City of Racine is hereby created to read as follows:
“Sec. 2-454. Division manager.
The city clerk shall be a division manager and shall report to the Finance Director.”
Part 5:
Sec. 2-482 of the Municipal Code of the City of Racine is hereby amended by adding the following at the end of the section:
“(5) Be the administrative head of the city clerk and shall supervise the work of the office of the city clerk.”
Part 6:
Sec. 2-531(c) of the Municipal Code of the City of Racine is hereby amended by deleting the phrase “city engineer,”.
Part 7:
Sec. 114-739(b) of the Municipal Code of the City of Racine is hereby amended by deleting the phrase “city engineer,”.
Part 8:
This ordinance shall take effect January 1, 2006.
