To repeal and recreate Article II., Division 2, of the Municipal Code of the City of Racine, Wisconsin relating to Common Council - Aldermanic District Boundaries.
 
The Common Council of the City of Racine do ordain as follows:
 
Part 1:
 
Article II. Division 2. of the Municipal Code of the City of Racine is hereby repealed and
recreated to read as follows:
 
"DIVISION 2. ALDERMANIC DISTRICT BOUNDARIES.
 
Sec. 2-36. Redistricting.
 
Pursuant to Wis. Stat. § 62.08, the boundaries of the aldermanic districts of the city shall be redistricted effective January 1, 2012, in accordance with the district designations set out in this division.
 
Sec. 2-37. Aldermanic district no. 1.
 
Aldermanic district no. 1 shall be comprised of municipal ward nos. 1 and 2.
 
(1)      The first municipal ward shall contain all of the territory included within the following description:
 
Begin at the Root River and the Lake Michigan shoreline; run thence southerly along the Lake Michigan shoreline to 12th Street extended; run thence west to the bottom of a cliff; run thence north to 11th Street; run thence west to Main Street; run thence north to 10th Street; run thence east to Lake Avenue; run thence north to 9th Street; run thence west to the Union Pacific Railway right-of-way; run thence northerly along the Union Pacific Railway right-of-way to the Root River; run thence easterly along the Root River to the place of the beginning of this description.
 
The residents of the first municipal ward shall vote at Festival Park Hall, 5 Fifth Street.
 
The second municipal ward shall contain all of the territory included within the following description:
 
Begin at Main Street and 11th Street; run thence west to Park Avenue; run thence south to 12th Street; run thence west to Villa Street; run thence south to 13th Street; run thence west to Franklin Street; run thence south to 14th Street; run thence west to Racine Street; run thence north to 11th Street; run thence west to Pearl Street; run thence north to 10th Street; run thence west to the Union Pacific Railway right-of-way; run thence northerly to 9th Street; run thence east to Lake Avenue; run thence south to 10th Street; run thence west to Main Street; run thence south to the place of the beginning of this description.
 
The residents of the second municipal ward shall vote at Festival Park Hall, 5 Fifth Street.
 
Sec. 2-38. Aldermanic district no. 2.
 
Aldermanic district no. 2 shall be comprised of municipal ward nos. 3 and 4.
 
(1)      The third municipal ward shall contain all of the territory included within the following description:
 
Begin at 24th Street and Center Street; run thence north to 17th Street; run thence east to Grand Avenue; run thence north to 13th Street; run thence east to Villa Street; run thence north to 12th Street; run thence east to Park Avenue; run thence north to 11th Street; run thence east to the bottom of a cliff; run thence south to 12th Street extended; run thence east along 12th Street extended to the Lake Michigan shoreline; run thence southerly along the Lake Michigan shoreline to 24th Street extended; run thence east to the place of the beginning of this description.
 
The residents of the third municipal ward shall vote at the Dr. John Bryant Community Center, 601 21st Street.
 
(1)      The fourth municipal ward shall contain all of the territory included within the following description:
 
Begin at Grand Avenue and 13th Street; run thence south to 17th Street; run thence west to Center Street; run thence south to the municipal boundary of the City of Racine; run thence along the municipal boundary of the City of Racine until it intersects with the Union Pacific Railway right-of-way; run thence northerly to 16th Street; run thence east to Racine Street; run thence north to 14th Street; run thence east to Franklin Street; run thence north to 13th Street; run thence east to the place of the beginning of this description.
 
The residents of the fourth municipal ward shall vote at the Dr. John Bryant Community Center, 601 21st Street.
 
Sec. 2-39. Aldermanic district no. 3.
 
Aldermanic district no. 3 shall be comprised of municipal ward nos. 5, 6 and 7.
 
(1)      The fifth municipal ward shall contain all of the territory included within the following description:
 
Begin at W. 6th Street and Frank Avenue; run thence south to the Root River; run thence easterly along the Root River to the Union Pacific Railway right-of-way; run thence south along the Union Pacific Railway right-of-way to 10th Street extended; run thence east to Pearl Street; run thence south to 11th Street; run thence west to Harbridge Street; run thence south to 12th Street; run thence west to Washington Avenue (Hwy 20); run thence northwest to West Boulevard; run thence north to Kinzie Avenue; run thence west to Chicago Street; run thence north to Clarence Avenue; run thence northeast to Carmel Avenue; run thence northeast to W. 6th Street; run thence east to the place of the beginning of this description.
 
The residents of the fifth municipal ward shall vote at the Tyler Domer Community Center, 2301 Twelfth Street.

The residents of the twenty-fourth municipal ward shall vote at Humble Park Community Center, 2200 Blaine Avenue.
 
(1)      The twenty-fifth municipal ward shall contain all of the territory included within the following description:
 
Begin at Lathrop Avenue and Durand Avenue; run thence south to the municipal boundary of the City of Racine; run thence westerly in a clockwise direction along the municipal boundary of the City of Racine until it intersects with Durand Avenue; run thence easterly to the municipal boundary of the City of Racine; run thence southerly in a counter clockwise direction along the municipal boundary of the City of Racine until it intersects with Durand Avenue; run thence easterly to the place of the beginning of this description.
 
The residents of the twenty-fifth municipal ward shall vote at Humble Park Community Center, 2200 Blaine Avenue.
 
(1)      The twenty-sixth municipal ward shall contain all of the territory included within the following description:
 
Begin at W.E.P. CO. right-of-way and the municipal boundary of the City of Racine on Chicory Road; run thence west along the municipal boundary of the City of Racine in a clockwise direction to Walden Way intersects with W.E.P. CO. right-of-way; run thence south along the W.E.P. CO. right-of-way to the place of the beginning of this description.
 
The residents of the twenty-sixth municipal ward shall vote at Mitchell School, 2701 Drexel Avenue.

Aldermanic district no. 13 shall be comprised of municipal ward nos. 29 and 30.
 
(1)      The twenty-ninth municipal ward shall contain all of the territory included within the following description:
 
Begin at 13th Street and Illinois Street; run thence east to Cleveland Avenue; run thence south to W.E.P. CO. right-of-way; run thence easterly along W.E.P. CO. right-of-way to West Boulevard; run thence south to 21st Street; run thence west to Lathrop Avenue; run thence north to Victory Avenue; run thence west to Kentucky Street; run thence north to 16th Street; run thence west to Illinois Street; run thence north to the place of the beginning of this description.
 
The residents of the twenty-ninth municipal ward shall vote at the Humble Park Community Center, 2200 Blaine Avenue.
 
(1)      The thirtieth municipal ward shall contain all of the territory included within the following description:
 
Begin at 13th Street and Cleveland Avenue; run thence east to West Boulevard; run thence south to W.E.P. CO. right-of-way; run thence easterly along W.E.P CO. right-of-way to Grange Avenue; run thence south to 19th Street; run thence easterly to Taylor Avenue; run thence southwest to Grange Avenue; run thence north to 20th Street; run thence west to West Boulevard; run thence north to W.E.P. CO. right-of-way; run thence westerly along the W.E.P. CO. right-of-way to Cleveland Avenue extended; run thence north to the place of the beginning of this description.

Aldermanic district no. 14 shall be comprised of municipal ward nos. 31, 32 and 33

Begin at 13th Street and Ohio Street; run thence east to Illinois Street; run thence south to Victory Avenue; run thence west to Ohio Street; run thence south to Byrd Avenue; run thence west to Perry Avenue; run thence north to 16th Street; run thence west to Ostergaard Avenue; run thence west and along the municipal boundary of the City of Racine in a clockwise direction until it intersects with Wright Avenue; run thence east to Ohio Street; run thence north to the place of the beginning of this description.
 
The residents of the thirty-first municipal ward shall vote at Christ Church United Methodist, 5109 Washington Avenue.
 
(1)      The thirty-second municipal ward shall contain all of the territory included within the following description:
 
Begin at Perry Avenue and Byrd Avenue; run thence east to Ohio Street; run thence north to Victory Avenue; run thence east to Illinois Street; run thence north to 16th Street; run thence east to Kentucky Street; run thence south to Victory Avenue; run thence east to Lathrop Avenue; run thence south to the W.E.P. CO. right-of-way; run thence westerly along the W.E.P. CO. right-of-way to the municipal boundary of the City of Racine; run thence along the municipal boundary of the City of Racine in a clockwise direction until it intersects at 16th Street west of Ostergaard Avenue; run thence east to Perry Avenue; run thence south to the place of the beginning of this description.
 
The residents of the thirty-second municipal ward shall vote at Christ Church United Methodist, 5109 Washington Avenue.
 
(1)      The thirty-third municipal ward shall contain all of the territory included within the following description:
 
Begin at Lathrop Avenue and 21st Street; run thence west to Russet Street; run thence south to Durand Avenue; run thence west to the municipal boundary of the City of Racine; run thence counter clockwise until it intersects with Durand Avenue; run thence west to Green Bay Road (Hwy 31); run thence northerly along the municipal boundary of the City of Racine until it intersects at the W.E.P. CO. right-of-way; run thence easterly along the W.E.P. CO. right-of-way to Lathrop Avenue; run thence south to the place of the beginning of this description.
 
The residents of the thirty-third municipal ward shall vote at Christ Church United Methodist, 5109 Washington Avenue.
 
Sec. 2-51. Aldermanic district no. 15.
 
Aldermanic district no. 15 shall be comprised of municipal ward nos. 34, 35 and 36.
 
(1)      The thirty-fourth municipal ward shall contain all of the territory included within the following description:
 
Begin at La Salle Street and North Street; run thence east to the Lake Michigan shoreline; run thence southerly along the Lake Michigan shoreline to Melvin Avenue extended; run thence west to La Salle Street; run thence north to the place of the beginning of this description.
 
The residents of the thirty-fourth municipal ward shall vote at Second Presbyterian Church, 1400 Kingston Avenue.
 
(1)      The thirty-fifth municipal ward shall contain all of the territory included within the following description:
 
Begin at Douglas Avenue (Hwy 32) and 3 Mile Road; run thence east to N. Main Street; run thence south to the municipal boundary of the City of Racine south of Mulberry Lane; run thence west to Erie Street; run thence south to North Street; run thence west to La Salle Street; run thence north to Carlton Drive; run thence west to Douglas Avenue (Hwy 32); run thence north to the place of the beginning of this description.
 
The residents of the thirty-fifth municipal ward shall vote at Jerstad-Agerholm School, 3601 La Salle Street.
 
(1)      The thirty-sixth municipal ward shall contain all of the territory included within the following description:
 
Begin at Erie Street and Thunderbird Drive; run thence south to the municipal boundary of the City of Racine; run thence in a clockwise direction along the municipal boundary of the City of Racine until it intersects with 3 Mile Road; run thence west to the municipal boundary of the City of Racine; run thence north to Thunderbird Drive extended; run thence east to the place of the beginning of this description.
 
Begin at N. Main Street and 3 Mile Road; run thence east to the Lake Michigan shoreline; run thence south along the Lake Michigan shoreline to the municipal boundary of the City of Racine; run thence westerly until it intersects at N. Main Street; run thence north to the place of the beginning of this description.
 
The residents of the thirty-sixth municipal ward shall vote at Jerstad-Agerholm School, 3601 La Salle Street.
