Non-Commercial Uses Moratorium
Whereas, the City of Racine has expended time and resources in developing redevelopment plans and strategies for commercial corridor areas; and
Whereas, the focus of these redevelopment plans is to foster an environment where there is a synergy among similar uses that creates a vibrant commercial environment; and
Whereas, to achieve a vibrant commercial environment, these redevelopment plans outline strategies for business development, attraction and retention; and
Whereas, the establishment of non-commercial uses in commercial districts can have the effect of impeding the orderly redevelopment of a commercial area; and
Whereas, it is a municipality's obligation to provide an opportunity to entertain all land uses where appropriate, while promoting land use patterns that best maximize and protect a communities assets; and
Now, therefore, be it resolved that the Common Council of the City of Racine hereby imposes a 120 day moratorium upon the granting of any occupancy permit for daycare centers, religious institutions, education facilities, lodges, social clubs, meeting halls or similar uses to provide time for the Plan Commission of the City of Racine to develop and recommend ordinances containing appropriate rules for the treatment of such uses in the business districts.
