That all signs be professionally made, comply with zoning ordinance requirements and be approved by the Director of City Development. That no signs are permitted in the windows, and that only the existing free-standing pylon sign and its existing sign cabinet be utilized. c. Subject:  Direct Referral.  Consideration of a request by Pastor Elliott K. Cohen of Abundant Life Christian Center seeking a Conditional Use Permit to locate a church and community outreach facility at 3433 Douglas Avenue.

 

Recommendation: That the request from Pastor Elliott K.  Cohen of Abundant Life Center seeking a Conditional Use Permit to locate a church and community outreach facility at 3433 Douglas Avenue be granted, subject to the following conditions:

 

a.                     That the plans stamped “Received November 16, 2005” and presented to the Plan Commission on December 14, 2005 be approved subject to the listed conditions.

 

b.                     That all signs be professionally made, comply with zoning ordinance requirements and be approved by the Director of City Development.  That no signs are permitted in the windows, and that only the existing free-standing pylon sign and its existing sign cabinet be utilized.

 

c.                     That off-street parking be provided for all employees, volunteers, clients, and congregates; and that the parking lot be stripped.

 

d.                     That the maximum hours of operation for office and outreach activities be from 9 a.m. to 9 p.m. daily.

 

e.                     That all landscaping be appropriately maintained.

 

f.                     That all trash and recyclables be stored in closed containers and screened from view.

 

g.                     That any reconstruction or changes to the exterior of the property be subject to the approval of the Director of City Development.

 

h.                     That all codes and ordinances be complied with and required permits acquired.

 

i.                     That no minor changes be made without approval of the Plan Commission and no major changes be made without the approval of the Common Council.

 

j.                     That this permit is subject to Plan Commission review for compliance with the listed conditions.
