Title: Ordinance No. 20-06 to amend Sec. 114-1, create Sec. 114-638.5, amend Sec. 114-824, amend Sec. 114-826(4) and amend Sec. 114-827 of the Municipal Code of the City of Racine, Wisconsin relating to Zoning - Mapped district. Part 1: Sec. 114-1 of the Municipal Code of the City of Racine is hereby amended by adding the following definition after the definition for “Extended medical care facilities”: “Facility or facilities means those physical attributes of a use including, but not limited to, landscaping, trash handling, parking and drive areas, lighting, utilities, signage, display or storage areas, equipment and buildings and appurtenances.” Part 2: Sec. 114-638.5 of the Municipal Code of the City of Racine is hereby created to read as follows: “Sec. 114-638.5. Ordinance No. 20-06 to amend Sec. 114-1, create Sec. 114-638.5, amend Sec. 114-824, amend Sec. 114-826(4) and amend Sec. 114-827 of the Municipal Code of the City of Racine, Wisconsin relating to Zoning - Mapped district.

Part 1:

Sec. 114-1 of the Municipal Code of the City of Racine is hereby amended by adding the following definition after the definition for “Extended medical care facilities”:

“Facility or facilities means those physical attributes of a use including, but not limited to, landscaping, trash handling, parking and drive areas, lighting, utilities, signage, display or storage areas, equipment and buildings and appurtenances.”

Part 2:

Sec. 114-638.5 of the Municipal Code of the City of Racine is hereby created to read as follows:

“Sec. 114-638.5. Applicability.

(a) Design guidelines contained in this division shall apply to all facilities such as, but not limited to, office, commercial, residential facilities containing five or more living units, lodging, museum, theater, governmental, parking and utility facilities, excepting that maintenance and repair activities that do not alter the property’s exterior design features are exempt from the requirements of this division. Planned developments as defined in Article III, Division 3, of this chapter shall not require review under Article VI of this chapter.

(b) The Access Corridor Development Review Committee shall review projects within those portions of the State Street corridor district that are also within the River sub-district and lie west, north and north-west of the Root River, and areas within the State Street corridor sub-district, as described in the “Downtown Design Standards” adopted by common council resolution no. Res.06-7041 of May 16, 2006, using the design considerations contained in that document and in the “Downtown Design Guidelines adopted by common council resolution number Res.06-7040 of May 16, 2006.”
