Title: Subject: Communication from Downtown Racine Corporation requesting to use city right-of-way for the St. Patrick's Day Parade on Saturday, March 19, 2011. (Res.11-2422) Permission be granted to the Downtown Racine Corporation to close Main Street from State Street to 6th Street, and State Street from Erie Street to Main Street, on Saturday, March 19, 2011, from 12:00 noon to 2:00 p.m., for a St. Patrick's Day Parade, with the following stipulations: A. A hold harmless agreement be executed; B. A liability insurance certificate be filed prior to this event; C. Any overtime costs incurred by any City department be charged to the sponsor; D. The sponsor shall notify all abutting property owners seventy-two (72) hours in advance of this event. E. The sponsor shall be responsible for all detour signage during the event. F. Permission be granted to the Downtown Racine Corporation to close Main Street from State Street to 6th Street, and State Street from Erie Street to Main Street, on Saturday, March 19, 2011, from 12:00 noon to 2:00 p.m., for a St. Patrick's Day Parade, with the following stipulations:
 
A. A hold harmless agreement be executed;
B. A liability insurance certificate be filed prior to this event;
C. Any overtime costs incurred by any City department be charged to the sponsor;
D. The sponsor shall notify all abutting property owners seventy-two (72) hours in advance of this event.

Further recommends that the Commissioner of Public Works/City Engineer and Chief of Police provide limited assistance, in the interest of public safety, to implement this event.
 
FISCAL NOTE: There will be nominal costs to various City departments, on a regular shift basis, in implementing this event.
