Title: Ordinance 09-13 To recreate Sec. 2-64. - Order of business of the general ordinances of the City of Racine, Racine County, Wisconsin. Part 1: The first sentence of Sec. 2-64. - Order of business of the Municipal Code of the City of Racine is hereby recreated to be labeled section “(a).” Part 2: In Sec. 2-64. - Order of business, of the Municipal Code of the City of Racine, create section (b) to read as follows: “(b) The following rules of decorum shall apply to the public comment period of the common council meeting: (1) Proper decorum must be observed by speakers in providing testimony and remarks during the public comment period. Speakers are expected to conduct themselves with civility and to accord a measure of dignity and respect. (2) The Mayor or presiding officer shall keep control of the meeting and require speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause, protest, or other conduct which disrupts or interferes with the orde...

To recreate Sec. 2-64. - Order of business of the general ordinances of the City of Racine, Racine County, Wisconsin.
 
Part 1:  The first sentence of Sec. 2-64. - Order of business of the Municipal Code of the City of Racine is hereby recreated to be labeled section "(a)."
 
Part 2:  In Sec. 2-64. - Order of business, of the Municipal Code of the City of Racine, create section (b) to read as follows:
 
"(b) The following rules of decorum shall apply to the public comment period of the common council meeting:
(1) Proper decorum must be observed by speakers in providing testimony and remarks during the public comment period. Speakers are expected to conduct themselves with civility and to accord a measure of dignity and respect.
(2) The Mayor or presiding officer shall keep control of the meeting and require speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause, protest, or other conduct which disrupts or interferes with the orderly conduct of the business of the meeting.
(3) Personal attacks on alderpersons, City staff, other City officials or members of the public are not allowed.
(4) Engaging in such conduct will be grounds for ending a speaker's time at the podium or for removal from the meeting room at the discretion of the Mayor or presiding officer.
(5) Each speaker shall be allotted a maximum of three (3) minutes to speak on any item."
 
Part 3: This ordinance shall take effect upon passage by a majority vote of the members-elect of the City Common Council and publication or posting as required by law.
