To amend Chapter 2, Sec. 2-112. - Limitation on debate, Municipal Code of the City of Racine, Wisconsin relating to Administration.
 
The Common Council of the City of Racine do ordain as follows:
 
Part 1:
 
Sec. 2-112 of the Municipal Code of the city of Racine is hereby amended to read as follows:
 
"2-112. Limitation on debate.
 
(a)      When a member of the common council is called to order, he/she shall take his/her seat, and shall not be allowed to proceed until the question of order is decided.  No member shall speak more than twice at the same meeting on any questions except by leave of the common council.
 
(b)      Each member must remain at his/her desk when participating in debate/discussion of any item.
 
(c)      A member may not make an electronic presentation during Common Council or Committee of the Whole meetings, unless they have the permission of the common council - determined by a ¾ vote of the members present. (This is not meant to apply to standing committees or other boards or commissions.)  In addition, a written request to make an electronic presentation and individual copies of the presentation must be provided to each member at least as far in advance as the agenda for the meeting in question is posted to Legistar.  The presentation shall be a matter of public record."
 
Part 2:
 
This ordinance shall take effect upon passage and the day after publication.
