Staff Recommendation to the Public Works and Services Committee on 11-10-20:  That permission be granted to Cobalt Construction, Inc. to access the City of Racine property located between to 2710 & 2716 Northwestern Ave. and between 1812 & 1806 Neptune Ave.  Cobalt Construction, Inc. must submit an engineering plan for access and restoration as well as execute a hold harmless agreement and liability insurance to perform the work.  Cobalt Construction Inc. will also pay a $75 processing fee and they shall restore the property to a condition equal to or greater than that existing at the time of commencement as determined by the City Engineer.
