ORDINANCE NO. 3-06 RELATING TO PUBIC PASSENGER VEHICLES; TAXICABS.

To create Secs. 22-1036(c) and (d), amend Sec. 22-1072 and Sec. 22-1073 of the Municipal Code of the City of Racine, Wisconsin relating to Public passenger vehicles: taxicabs.
The Common Council of the City of Racine do ordain as follows:
Part 1:
Secs. 22-1036(c) and (d) of the Municipal Code of the City of Racine is hereby created to read as follows:

“(c) Exclusive permission granted. Subject to the conditions and limitations of this chapter, exclusive permission and authority are hereby granted to taxicab provider licensees hereunder to operate taxicabs under this chapter upon the public streets and other public ways within the corporate limits of the city, unless terminated or revoked.

It shall be unlawful and the city will not permit any taxicab not licensed hereunder, or any person associated with such vehicle, to solicit business within the city or to accept for transportation, sightseeing tours or charter trips, any passengers within the city, excepting only passengers destined to the community in which such taxicab is licensed and then only when such transportation has been arranged for in advance by telephonic or written order.

(d) Number of available licenses. The license and welfare committee shall promulgate regulations to set forth procedures by which all available taxicab licenses shall be distributed periodically pursuant to open and competitive bidding procedures. The procedures shall be designed to produce the maximum amount of revenues to the city consistent with serving the public interest, and to ensure that the total number of licenses issued or to be issued depends on the public necessity for the designated level of service, and that only applicants that are qualified under this chapter are awarded licenses.”
