Title: Subject: Item 8 of February 8, 2006, communication from the President of Fast Cat Trucking, Inc. requesting to close off Hoffert Dr. along North Beach for the Racine Area Soap Box Derby. Recommendation: The Racine Area Soap Box Derby be granted permission to use Hoffert Drive for a rally on Saturday and Sunday, May 13 & 14, Saturday and Sunday, June 17 & 18, and Saturday and Sunday, September 9 & 10, 20065, with the following stipulations: A hold harmless agreement be executed; B. A liability insurance certificate be filed prior to this event; C. The set up and dismantling of barricades, snow fencing and placement of waste barrels will be the responsibility of the Soap Box Derby Association and must be erected no sooner than 24 hours prior to the event and must be removed no later than 24 hours after the event; D. Recommendation: The Racine Area Soap Box Derby be granted permission to use Hoffert Drive for a rally on Saturday and Sunday, May 13 & 14, Saturday and Sunday, June 17 & 18, and Saturday and Sunday, September 9 & 10, 20065, with the following stipulations:

Further recommends that the Commissioner of Public Works/City Engineer, Chief of Police, and the Director of Parks, Recreation and Cultural Services provide limited assistance, in the interest of public safety, to implement this event.

Fiscal Note: There will be nominal costs incurred on a regular shift basis to implement this event.
