Title: Permission to close Horlick Park Drive south of the West 6th Street Bridge for the Chautauqua event from September 23-25, 2011. Resolved, that the Root River Council be granted permission to close Horlick Park Drive, from Kinzie Avenue to 12th Street, on Saturday, September 24, 2011, from 11:00 a.m. to 5:00 p.m., for a classic car show in conjunction with the Root River Festival and Chautauqua. Further resolved, that permission be granted with the following stipulations: A. A hold harmless agreement be executed. B. A liability insurance certificate be filed prior to this event. C. Any overtime costs incurred by any City department be charged to the sponsor. D. The sponsor shall pay a $250.00 special event fee. Further resolved, that the Commissioner of Public Works/City Engineer and Chief of Police provide limited assistance, in the interest of public safety, to implement this event. Resolved, that the Root River Council be granted permission to close Horlick Park Drive, from Kinzie Avenue to 12th Street, on Saturday, September 24, 2011, from 11:00 a.m. to 5:00 p.m., for a classic car show in conjunction with the Root River Festival and Chautauqua.
 
Further resolved, that permission be granted with the following stipulations:
