The Common Council of the City of Racine do ordain as follows: Part 1: Section 114-1033(a) and (b) of the Municipal Code of the City of Racine is hereby amended by changing the title of each section by adding "LED" before the word "Electronic" in each title. Part 2: Section 114-1033(c) of the Municipal Code of the City of Racine is hereby created to read as follows: "(c) High Resolution Electronic Signs. (1) Definition: A high resolution, digitalized picture displayed on a sign or surface which has the capability of what appears to be constant motion. For purposes of this section, high resolution electronic signs are not LED signs. (2) Zones: a. To amend the title of Sec. 114-1033(a) and (b), and to create Sec. 114-1033(c) of the Municipal Code of the City of Racine, Wisconsin relating to Zoning.

The Common Council of the City of Racine do ordain as follows:

Part 1:

Section 114-1033(a) and (b) of the Municipal Code of the City of Racine is hereby amended by changing the title of each section by adding "LED" before the word "Electronic" in each title.

Part 2:

Section 114-1033(c) of the Municipal Code of the City of Racine is hereby created to read as follows:

"(c) High Resolution Electronic Signs.

(1) Definition: A high resolution, digitalized picture displayed on a sign or surface which has the capability of what appears to be constant motion. For purposes of this section, high resolution electronic signs are not LED signs.

(2) Zones:

a. High resolution electronic signs are allowed as a Conditional Use in the B-2 and B-3 Zoning Districts.

b. High resolution electronic signs are not allowed in the B-1, O, O1, 1-1, 1-2, 1-P, B-4 and B-5 zones, educational facilities or in any residential zone or where there is a residential use on the premises.

(3) Height:

a. Maximum height of any high resolution electronic sign allowed is 15' from existing grade. This includes the cabinet and any decorative top structures on the sign.

(4) Motion:

a. No more than 25% of the total allowable sign area allowed may be used as a high resolution electronic sign.

b. Constant animation is not allowed. There must be a minimum 30 seconds between image changes.

(5) Number and Spacing:

a. One high resolution electronic sign is allowed per zoning lot or development.

b. Signs must be spaced a minimum of 500 linear feet apart.

c. High resolution electronic signs are not allowed if within a 200' radius of a residential property, use or zone.

d. Signs may not encroach into the City right-of-way.
