Title: Ordinance 08-15 To repeal and recreate portions of Sec. 46-41. - Racine First Program of the Municipal Code of Racine, Wisconsin. The Common Council of the City of Racine, Wisconsin do ordain as follows: Part 1: Repeal and recreate subsection (a) Purpose of Sec. 46-41. - Racine First Program of the Municipal Code of Racine, Wisconsin as follows: “(a) Purpose. U.S. Department of Labor statistics show that the unemployment rate in the City of Racine is very high and the rate in low and moderate census block groups as determined by Housing and Urban Development (HUD) is approximately three times the unemployment rate of the city as a whole, and the high unemployment rate in low and moderate census block groups has a substantial adverse impact on the social and economic fiber of the entire community. To repeal and recreate portions of Sec. 46-41. - Racine First Program of the Municipal Code of Racine, Wisconsin.

The Common Council of the City of Racine, Wisconsin do ordain as follows:
Part 1: Repeal and recreate subsection (a) Purpose of Sec. 46-41. - Racine First Program of the Municipal Code of Racine, Wisconsin as follows:

“(a) Purpose. U.S. Department of Labor statistics show that the unemployment rate in the City of Racine is very high and the rate in low and moderate census block groups as determined by Housing and Urban Development (HUD) is approximately three times the unemployment rate of the city as a whole, and the high unemployment rate in low and moderate census block groups has a substantial adverse impact on the social and economic fiber of the entire community. The Racine First Program is designed and intended to reduce unemployment in the designated areas by creating work opportunities for residents of that area and by retaining current jobs of such residents through imposition of a requirement that, for certain public works contracts, a designated percent of hours worked under the contract would need to be performed by residents of low and moderate census block groups.”

Part 2: Repeal and recreate the definition of Certified resident in subsection (b) Definitions of Sec. 46-41. - Racine First Program of the Municipal Code of Racine, Wisconsin, follows:

“Certified resident is an individual who resides in the City of Racine, WI and whose income does not exceed the area HUD income limits set forth for low- or very low-income households, which is 80% of the County Median Income, as determined annually by HUD. Racine First Program (RFP) means the residents' preference program created and implemented in this section.”

Part 3: This ordinance shall take effect upon passage by a majority vote of the members-elect of the City Common Council and publication or posting as required by law.
