Title

Electronic Message Sign at 5109 Washington Avenue

 

Resolved, that the request by Dennis Dahlen, representing Christ Church United Methodist, to install an electronic message sign at 5109 Washington Avenue is approved, subject to the following:

 

a. That the plans dated March 9, 2017 and presented to the Plan Commission on March 29, 2017 be approved subject to the conditions contained herein.

 

b. That the sign shall meet the criteria of Racine Ordinance Section 114-1033(b), LED Electronic Signs (non-residential uses), unless otherwise noted herein.

 

c. That the maximum height from grade to top of sign may not exceed 12’8”.

 

d. That the top cabinet shall be constructed of an opaque panel with push-through acrylic letters.  The applicant shall provide an amended plan to the Department of City Development.

 

e. That all applicable building permits are applied for and received prior to installation.

 

f. That watchFire, or similar company dealing in light regulation software/hardware, shall be installed and be maintained in operational order to regulate the dimming and brightness features of the sign, and maintain illumination so as not to exceed 3 foot-candles at the property line.

 

g. That travelling messages are not allowed.

 

h. That the characters on the sign may not exceed 24” in height.

 

i. That the colors red, amber, and green may not be utilized in the message.

 

j. That a message may not be repeated in intervals of less than 4 seconds nor last longer than 10 seconds. Single-line messages may last longer than 10 seconds.

 

k. That all signs be made and installed professionally.

 

l. That sign may not be illuminated to a degree of brightness greater than necessary for adequate visibility. Signs found too bright will require adjustment (see condition e.).

 

m. That all requirements of the Building and Zoning code be complied with.

 

n. That by allowing installation of this sign, there shall be no allowance for banners, flags, string lights, inflatables, or similar devices on the property.

 

o. That, in the event the parcels are re-divided, and/or the church chooses to sell the front portion of the lot, the sign may no longer advertise any church-related messages, and no easement will be allowed for the church to continue utilizing the sign.

 

p. That the landscape plan revised May 6, 2010, shall be installed as shown, noting that the planting bed with the 12” rise must not increase the sign height from grade over 6’. 

 

q. That the letting on the electronic portion of the sign may be 5” in height.

 

r. That no minor changes be made to the conditions of approval without the review and approval of the Director of City Development, and that no major changes be made without the approval of the Plan Commission.
