Recommendation of the Committee of the Whole on 09-20-2017:  That a City-wide mini leaf collection service the second full week of each month from May through September, with residents placing their yard waste and properly prepared brush/branches (cut no greater than 4-feet long, no branch greater than 4-inches in diameter, and bundled no greater than 2-feet in diameter with twine or rope) in the gutters of their street.

Recommendation of the Committee of the Whole on 05-22-2018:  the Proposed Green Racine Yardcare Program, dated May 14, 2018, as presented by Commissioner of Public Works Mark Yehlen, be approved with the requirement that instructions for the disposal of invasive species be provided to Racine residents.

 

Fiscal Note:    The estimated $70,000 per year incremental equipment cost to perform five city-wide “Mini Leaf Collections” was included in the 2018 city operating budget under Org 22140 Object 52210, Property/Equipment Rental; and was offset by a $2.60 increase in the annual Recycling Fee reflected in a $70,000 increase in Org 22140 Object 46435, Charges for Services. Implementing “Mini Leaf Collections” will prevent four workers from being reassigned to the Street Maintenance Division for a total of five weeks during the summer construction season, reducing the anticipated increase in labor available to perform street maintenance activities resulting from the semi-automation of solid waste collection by 23%.
