Pleasant for the rubbilization and overlaying of bituminous concrete on 16th Street from STH 31 to Ostergaard Avenue. Further recommends that the City of Racine agrees to pay 48% of the construction cost for its share of the construction project for the rubbilization and placement of bituminous concrete and 36% of the engineering, legal and administrative costs which are currently estimated at $106,117.00.
