The Common Council of the City of Racine do ordain as follows: Part 1: Section 114-1(b) of the Municipal Code of the City of Racine is hereby amended by adding the following definition after the definition of “Rooming Unit”: “Rummage, garage, yard, patio, tag, attic, moving, or junk” sale (or the like) is defined as a sale of personal property accumulated during the course of ordinary residential living by selling the same to the public, conducted by any occupant from any location on the premises on any residential property. Rummage sales may also be allowed on properties of a religious or a non-profit organization.” Part 2: Section 114-273 of the Municipal Code of the City of Racine is hereby amended by adding the following at the end of the section: “(16) Rummage sales in accordance with the following regulations: a.
