Section 114-1(b) of the Municipal Code of the City of Racine is hereby amended by adding the following definition after the definition of “Rooming Unit”:
“Rummage, garage, yard, patio, tag, attic, moving, or junk” sale (or the like) is defined as a sale of personal property accumulated during the course of ordinary residential living by selling the same to the public, conducted by any occupant from any location on the premises on any residential property. Rummage sales may also be allowed on properties of a religious or a non-profit organization.”
Part 2:
Section 114-273 of the Municipal Code of the City of Racine is hereby amended by adding the following at the end of the section:
“(16) Rummage sales in accordance with the following regulations:

Whereas, the Mayors of Racine and Zapotlanejo have entered into a preliminary agreement to become Sister Cities.
Now, therefore, be it resolved that the Mayor of Racine be authorized to execute a Sister City Covenant with the City of Zapotlanejo when that City's delegation visits Racine of the 4th of July weekend, 2008.

To create Sec. 2-455 of the Municipal Code of the City of Racine, Wisconsin relating to Appointment of election officials.
The Common Council of the City of Racine do ordain as follows:
Part 1:
Section 2-455 of the Municipal Code of the City of Racine is hereby created to read as follows:
“Sec. 2-455. Election Officials. The number of election officials in each polling place in the City shall be not less than five (5) inspectors or more than (7). Pursuant to Wis. Stat. sec. 7.30(1), the City of Racine shall allow for the selection of two (2) or more sets of officials to work at different times on election day and permits the Clerk or his/her designee to establish different working hours for different officials assigned at the same polling place. Any inspector shall, when necessary or required by law, perform the duties of or act as Clerk of Election or Ballot Clerk.”

This ordinance shall take effect upon passage and the day after publication.
