To amend Sec. 114-36 Penalty for violation of chapter, of the Municipal Code of the City of Racine, Wisconsin.
The Common Council of the City of Racine, Wisconsin, do ordain as follows:
Part 1: Amend Sec. 114-36 by inserting before the current paragraph, the following:
“Inspection fee for the first inspection shall not apply. If no violations of the Zoning Code are found, the case will be closed, and no further action will be taken. If violations are found to exist, the property owner will be issued an order to correct violations within thirty (30) days. If upon re-inspection the violations have been corrected, the case will be closed, and no further action will be taken. If upon re-inspection the violations are found to still exist, the property owner will be assessed an inspection fee of One Hundred Fifty Dollars ($150.00). If the violations continue after re-inspection, the property owner may be subject to a citation being issued for the violations. WHEREAS, the State of Wisconsin Blue Book defines the Wisconsin Transportation Fund as “a multipurpose special revenue fund created to provide transportation-related facilities and modes”; and
WHEREAS, beginning in 2003 funds dedicated exclusively for transportation purposes where transferred to the State’s General Fund; and
WHEREAS; the Wisconsin legislature passed a joint resolution in two consecutive sessions placing a constitutional amendment in front of voters requiring that Wisconsin Transportation Fund resources be used exclusively for transportation purposes; and
WHEREAS, Racine County residents voted nearly 3 to 1 in a 2011 advisory referendum to preserve the sanctity of the State Transportation Fund; and
WHEREAS, transportation user fees paid on the part of all consumers of goods contribute to the State Transportation Fund; and
WHEREAS, City of Racine residents rely heavily on a long standing transportation partnership with the State of Wisconsin that helps maintain and preserve local roads and pub | Adopted | Pass |

WHEREAS, the City of Racine (the “City”) has determined that use of Tax Incremental Financing is required to promote development and redevelopment within the City; and
WHEREAS, Tax Incremental District No. 18 (the “District”) is proposed to be created by the City as a blighted area district in accordance with the provisions of Wisconsin Statutes Section 66.1105 (the "Tax Increment Law"); and
WHEREAS, a Project Plan for the District has been prepared that includes:
a. A statement listing of the kind, number and location of all proposed public works or improvements within the District, or to the extent provided in Wisconsin Statutes Sections 66.1105(2)(f)1.k. and 66.1105(2)(f)1.n., outside of the District;
b. An economic feasibility study;
c. A detailed list of estimated project costs;
